Construction of one of Southeast Asia’s largest wind farms in Laos surpasses 80 percent completion.

The construction of one of Southeast Asia’s largest wind farms has reached 81.71 percent completion, marking a key milestone in Laos’ efforts to diversify its energy resources for both domestic use and export.

This update was shared during a site visit by Xekong Governor Mr. Leklay Sivilay, who was accompanied by provincial leaders and officials from Dakcheung district.

The wind farm, located in Dak Cheung district and part of Sanxay district in Attapeu province, will have a total installed capacity of 600 megawatts upon completion, according to Monsoon Wind Power Company Limited.

Construction Cost

The project, with an estimated construction cost exceeding US$900 million, began in April last year and is expected to be operational by 2025. The farm will feature 133 turbines, each standing 110 meters tall on solid foundations that are about 22 meters wide and 35 meters deep.

This project will not only be the largest wind farm in Southeast Asia but also the first of its kind in Laos. Monsoon Wind Power Company Limited is responsible for constructing, owning, and operating the wind farm, as well as its dedicated 500kV transmission line in Laos’ Xekong and Attapeu provinces.

Under a 25-year power purchase agreement, the electricity generated will be sold to Vietnam Electricity (EVN).

During the visit, Mr. Leklay commended the company, the project developer, and the construction contractor, urging them to ensure the wind farm’s benefits are realized through efficient, safe, and law-abiding construction practices. He also emphasized the importance of informing local residents about the project’s significance.

“This project is a critical and strategic development for the province. It will be the first wind power project in Laos and the largest in Southeast Asia. Its construction is of great importance for the country’s economic and social development, as well as for job creation and poverty reduction in the local area,” Mr. Leklay stated.
